Yes, that is what I think as well. Then assessment is everything done by the officer before rejection or MR request: its starting point is work experience evaluation and end point is MR or rejection.
 
In the context of work experience, I think assessment means assessment of work experience, and because we have confirmed that Sydney does not do this, then it has to be what's done by Ottawa officer.

I posted this before, but on my CAIPS notes, Ottawa officer made a note that begins by the following, just before he made a request for POF and PCC from me

In this context, assessment means going through the application against the selection criteria (number of points), so I think it's safe to assume that between 'application and assessment' should mean between the time you submit your application, and the time your file gets opened by visa officer, not by the CIO.

Check the medical section under admissibility. There should be a due date that's roughly one year after PER.

Also, if I'm not mistaken, you're a June 2012 applicant that already has gotten a document request? Can you share what notes your visa officer has written, and whether he has passed you on selection factor (number of points)?

Thanks asbereth. I found it. As you said, its 2012/07/30, one year after my PER.
Actually I got my GCMS three month ago and nothing had been done in Ottawa.
I am going to apply again and will share it.

Did you apply for the CAIPS notes before or after the document request?
As you got them before 3 months, I think it was before, am I right?

I have a super quick question, what are we eligible for after getting the email with the file number stating that your application has received a positive determination of eligibility to be processed.. do we apply for OHIP or Tuition fee reduction???
 
Another bad news. another friend of mine got rejected because of work experience letter. He applied on march 11 2012.

Your due date is probably your PER + one year. I would not worry about being contacted before then, no matter what is written on GCMS.
