If you're using Canada Post Xpresspost service, you need to write the PO Box address.
Alternatively, you could buy a pre-paid Xpresspost envelope from Canada Post and send it along with your passport and a copy of CIC's instructions with a more reliable courier to the other address provided. Canada Post tends to missort packages frequently!

Of course the agent would say no! But really, the only other "instruction" in CIC's passport request letter would be your obligation to inform them of any changes to your family/marital status before sending your passport.

It's up to you to take the risk or not, but in my opinion, the worst case scenario is you get your passport back without a visa!

Well, that's a good point. I actually asked the agent if I can just send my passport in anyways, she answered no. Because there might be some procedure to follow in the email. At least they need me to print the email correspondence and attach it with my passport.

In any event, I don't want to risk losing my passport. :( I wish I can just send in. :(

I found out from the other forum: Canada express post is a courier service offered by Canada post. So theoretically should be delivered to the second address. But people also sent to the first one and there wasn't any problem with that either. :)

According to my experience, the agent in Canada post will not send it to courier address but the PO box.
 
I think CPC-O has forgotten PhD applicants again. :( We see that October and November applicants are receiving PPR while September PhD applicants are still waiting.

Today I called cic and agent told me your file is complete and officer needs to make final decision which should not take long. I hope it will not be months .....:(

Good to hear that. Who is your main officer's code and who is your file's program assistant? You can find the main officer's code in page 2 of your GCMS, "assigned to:" and the program assistant's code in your MR/RPRF email.

Kamran, I have even seen some late December applicants got DM or PPR. I hope it happens to us soon.

main officer is JH01572 and other one is RK6165.

For recent gcms notes delay i sent email to atip and they replied my that my notes are overdue and now they put and urgent flag and i will receive it soon

Can you teach us how to deal with CIC agents? :) I called them a few times and every time they repeated the same sentence like a tape: "Application processing time is 18 months, Blah Blah Blah, ........ "
