Strange question when registering for TRV - Q: Do you have a family member who is a Canadian citizen or permanent resident and is 18 years or older?

Mother in law is applying for standard TRV - My wife is of course her non-dependent child (as she is an adult) that has PR, our daughter is a citizen but still not dependent on her grandmother... so do I answer Yes or No? I feel I should put Yes but technically she doesn't depend on her... so what gives?
