Yes he can. It's free to apply! you need to provide authorization letter to your friend.

select apply online. then he needs to fill information for himself.
And follow the steps later on. There will be two options to chose from (can't recall exactly what they were). One option will cost $5 and the other one is free. Select the option which says it's free.

Hi!! Just wanted to let you know...
Even though I received PPR since JAN-10, only until today the status of background check changed to Complete and the Final decision to: application has been approved.
I hope this means they will be sending my passport back with the visa very soon :D

Also to let you know, as other members had confirmed, my visa will expire exactly 1 year after I took the med exams. Since I took these on november, my visa will expire until november and I have to land before this date.

Hello everyone,
I have a quick query about a particular question on Express Entry profile.

While submitting the Express Entry profile or eAPR (I dont remember exactly), there was a question asking if I have applied to IRCC previously. Now I assumed this question to be specific for PR application and hence I answered "No". But I believe I should have answered "Yes" as I have applied for Study Permits and Work Permits in the past.

Shall I send in a CSE? What do you recommend?

I got an update today that my medical has passed and background check changes NN to NS.

Dec 1st,2016 AOR
Jan 27th,2017 Medical Passed and BG change NN to NS
