What are factors effecting the processing speed of an application (Let's assume one has submitted all required document as expected)? Is it entirely based on the date of submissions or it depends on CRS score, Country of residence and any other?

It completely depends on date and the country from where you submitted your application and your PR processing will start from the Date of AOR. Usually it takes 6-8 months for complete process for application outside Canada. But since you are presently staying in Canada so can expect complete process within 3-4 months

HI,

I submitted my PR and received Biometrics Instruction Letter today
But since the VAC office in India are prioritizing for Students' and Family class, I need to wait to give biometrics
Does this delay my PR processing ?

It will in a way, but you are still good to wait and do it once you can.

If i have been refused for a us visitor visa last year do i have to mention in EE schedule A form ???
And if so how should i do that ? Does it have an effect on my application admissibility?

Yes. You should mention refusals if/when asked. I would suggest to provide LOE explaining why.
