Hi my friends. I got PhD in India and am doing WES now. On WES website, they require me to send them:

3. Doctoral Programs
An official letter confirming the awarding of the degree issued by the awarding institution
To be sent directly to WES by the degree awarding institution.
Please click here to download degree conferral request form.

I checked other countries' requirements and find WES requires every PhD applicant send this form.
But my school official refuses to sign this form for me. Anyone with the same situation? Is this form required?

The form is not just for PhDs, it's for everybody. It is not required. It is there only to facilitate you get the transcript from your university.

Thank you namaste. I am really desperate for this...
I thought what you are saying is "academic transcript request form". Am I right? But WES said they also need "degree conferral request form" for doctoral program.

I am assuming the purpose is the same. A form that you fill out and provide to your university requesting whatever document it is that WES needs. As long as the "degree conferral" letter is provided by the university, it should be fine.

I did my PhD evaluation with WES. The doctoral conferral form must be filled by the secretary or dean of postgraduate school of your University and scanned or couriered to WES.

Yes. This form must be filled for WES to evaluate you to Canadian Equivalence. Since there is always no transcript for PhD, The conferral form filled from the Postgraduate school of your University is the only evidence that you finished the degree. It must be signed and stamped by the dean or Secretary to the PG School

Not completely correct. The Degree conferral letter that the university will attach with the request form is the proof that the degree was obtained. Degree conferral request form on the other hand is only to help you ask for the actual letter from the university. Based on the below link, the purpose of this request form looks similar to the "request for transcript" form, which is not required to be sent with the transcript.

Again, just to be clear I am basing this on observations for the 'transcript request form" which also asks for it to be included with the transcript, but not including it does not negatively affect your application with WES.

Hi DeeBruv, did you also provide WES the confirmation letter? There is no way the for the registration officer in my school to provide me a letter...

Thanks buddy! I don't know what to do with the officer in my school. I guess I just have to try and see what will happen next. If WES doesn't confirm my degree because of lacking the letter, I guess I have to argue with them...

Yeah...I don't understand what the big deal is about signing the form anyway. If you want to be extra sure that this does not affect your application, you can write a cover letter explaining the situation and possibly providing proof that the university denied signing the form and send it with your application to WES.
 
Hello, I got my degree from South Korea of phD in 2015. Do I need to send this request form through email or through post to university?i am the main applicant.

My husband also did phD in 2015, does he needs to make new profile in WES or I can request his degree also along with mine through university?in same WES profile which I created by my name.

Please please reply,if anyone has answere?
 
Your university needs to fill in this form: https://www.wes.org/required/degreeconferral.pdf

You can fill out the first part of it and then ask your university to fill out the rest then stamp it and send it to WES. Your husband needs to create his own WES profile if you are claiming points for him.

Thank you for your reply, should I need to use postal service to send this document to university.

Secondly this form is enough or I need anymore document like degree transcript also get attested from university .I am not sure what isay make sense. I mean for phD case, do I need only this form attested or any other documents related to phD?
