Any difference between Access to Information and Access to Privacy Act?

I applied ATIP request for my wife's TRV rejection. I received the case files but there was not any additional info rather the same rejection letter. Many people are saying I applied for a wrong document and should apply for privacy act. My question if there is any difference between these two kinds? Previously they charge 5 CAD for the request and now it seems privacy act request is free of cost.

Privacy Act is only applicable if your wife has legal status in Canada and is requesting for her own case notes.

If your wife is still not a PR or student or worker in Canada but it's you who has status in Canada, your only option is to request for her notes through ATIP for $5.

Since your wife is applying for a TRV, I am implying she does not have legal status in Canada, so you still must request through ATIP.

You must order the officer's notes regarding the TRV application, you might have requested for the documents instead.
