I am a mechanical engineer having around 20 yrs of work experience.I want to immigrate to canada under PNP.I have few questions
1. Am i eligible to apply under this programe.
2.What are the usual timelines.
3.Which province has the most lineant policies / crieteria towards accepting immigrants.
4.Is there any way i can have an initial assessment of myself.
5.Can we put applications for more than one provinces at a time.

Do you have a job offer in a skilled position? You need that first before you can consider this program.

1) Your eligibility depends on the province you're applying for. If your profession is in the list of wanted professions, you can apply. Some provinces require that you have a job offer on hand before you apply.Some like Manitoba also allow you to be sponsored by a friend or a relative.
2)Timeline varies. For AINP, currently it is about 2 years. Not sure about others.
3)Its not so much as linency vs the need for workers in that province.
4)Some provinces like Quebec have assessments on their website.
5) I think you can. But once you get nominated, and you need to send in your application to CIC, I think they will ask you to pick one,

A.Which are the provinces that dont require any job offer.
B. Whaich are the provinces where a letter from some friend can help.
C. What is the major diffference between the conventional point based immigration (FSW) and PNP.Why one should not go for FSW!

A. I personally have not done research on all the provinces. You will have to go to each of their websites and check it out.
B.It's not a letter, but sponsorship. Your friend or relative should be willing to sponsor you. Manitoba is one of them. (Check out Saskatchewan; not sure though).
C.PNP is faster.

From what country are you from? Does your government have a labor agreement with Canada? In the Philippines, where I am from, there are a number of Canadian companies that recruit foreign workers. So I guess that's one way of getting a job offer even if you are outside Canada, that's how my husband got his job.

Do you know of any recruitment firms in your country that represent Canadian companies? May be that could be a start for you.

As for ways to get nomination from any province, it is really either an offer of permanent full time job in the skilled category or sponsorship. There is also the entrepeneur stream for some provinces but it may require a huge sum of money. Or in our case, a temporary foreign worker for at least 6 months with permanent job offer in the skilled category.
