On an Average what time it takes from PER to Second Line Update or Medical Request at NDVO ??? ??? ??? ???

Dear Seniors,

I'm really concerned about my application status, I can see that a lot of applicants from my same NOC2281 have already received their PER even though their applications were received after my date which is 14th October. I contacted CIC and I got my UCI# which was not of much help as the ECAS doesn't show anything. The bank I got my DD from told me they cannot confirm if DD has been encashed or not. The attorney I applied through told me that no need to worry as they have not received the package back and they have not received NER as well.
Does it really make any difference from where the application has been sent? In my case it has been sent from Abu Dhabi (UAE), and the bank used is ADIB (Abu Dhabi Islamic Bank). Everything has been sent along with my application (IELTS, WES, Certifications, PCC except from my home country as it took time but I have it now, etc... and all have been checked and verified by the attorney office).
My application has been received by a guy called MIKE. What does it mean to have a UCI#? completeness check done??? Is there a chance that they lost my application? I don't know really what to do or how to proceed. I'm really worried and would like your advise.
I have sent an e-mail today morning to CIO but I know I won't get any reply before at least a month.

you have a UCI which means they did completeness check of your file.
as your attorney checked everything I dont think your file can get a rejection or NER.
Different files are assessed by different officials as far as we know. They do it at their own convenience.
I have similar experience too.
Your file can't be lost or misplaced or anything like that. Dont go to worst case scenario kind of conclusion.

Hi, Are you sure that we can get a UCI if the completeness is OK? That means if the payment has been deducted, we definitely will get the UCI,right? My application was received on 1st Oct. The payment has been deducted. But until now, i have not received my UCI. And i could not get my UCI by phone, because they refused to tell me.

I dont quite understand why CIC seem to bypass PER for applicants earlier than 29th Oct.
If until 30th Jan no PER comes, its about time I make a call to them and ask for file number.
