you have a UCI which means they did completeness check of your file.
as your attorney checked everything I dont think your file can get a rejection or NER.
Different files are assessed by different officials as far as we know. They do it at their own convenience.
I have similar experience too.
Your file can't be lost or misplaced or anything like that. Dont go to worst case scenario kind of conclusion.
Dear friend stop panicking and be patiently waiting. Good news is awaiting you.

Do you happen have a rough idea of what's the percentage of successful applications as opposed to those that receive a NER?

Good question. I'm also curious about this, although it may be difficult to tell overall.

27th Oct applicant here still waiting. No news. Not even a cc charge yet! And CIC refuse to give out uci number no matter how many times I call.

Just guessing though
It should be roughly 40 % of all applications get through to Cc charge
+ 70 % of those charged should receive PER, the rest get NER
Out of that 70 % about 80% should get PPR
20 % fail due to the lack of not providing Police Clearance Certificate from countries they have lived in and it was difficult for them to get it from that country that is thousands of miles away, or Unforgiven delay in receiving the police report ( case of FBI). Or due to unsatisfactory medical results, or fail to employment verification by the local visa office.
