Yes.. it means your Visa will be sent to Lagos for pick up . You won't need to go to ghana

Thank God the journey is finally over. You will hear from VFS Lagos from Monday. If you live in Lagos, go to their office and pick up your passport, but if you live outside Lagos or Abuja, they will send your passport between Monday and Tuesday and you will then receive on Wednesday or Thursday as in the case of my wife.
