One important info- I made a call to Quebec Immigration dept day before yesterday and had a discussion. I was told that they even don't know now whether we would be able to submit for 2800 QSC as our priority is in number 4. they will give priority the folks who have valid job offers first then who is currently in Quebec, then temporary worker or something like that then our priority. If 2800 cap reached within Feb15, then we won't be able to submit. Guys this is really f-------king frustrating. Keep your eyes open as Alberta is going to open pnp from Jan27.

thanks jewelbuet for sharing your thoughts. is there any way that we can determine our eligibility criteria for Alberta Nomination ?

While i was reading quebec immigration FAQ section i found the below question and answer :

"9. Will foreign students and temporary workers eligible for the Programme de l’expérience québécoise (Québec experience program) also be able to submit their application using the tool that will soon be online?
No. The tool that will be available online starting January 5, 2016, will be reserved, for the time being, for applicants under the Regular Skilled Worker Program only."

does this meand that the quota of 2800 is reserved for people who will apply outside from Canada and do not have a job offer ?
what do you think ?

No. This is what not I was told also as per immigration rules please refer to the priority where it is clearly mentioned about the priority. It is true that those priority guys won't be able to submit their application for the reserved time frame for SW.

As per Quebec immigration website-

Yes, if you have an employment offer validated by the Ministère or if you are a temporary resident of Québec and eligible to submit an application for a Certificat de sélection du Québec, you can submit an application at any time, except from January 25 to February 17, 2016.

This is what I was told by one of the immigration rep when I made the call. If these aforementioned guys cross the 2800 cap then we won't be able to submit.

That's not right - lildip has it correct - the people who can submit now (temporary residents/those with offers) are exempt from the cap entirely and don't count towards the 2800.

PEQ ( Québec graduate and Skilled Temporary Workers) will not use MON and are not counted in 2800 cap.

Any update on your situation as I have the same issue. I got MBA degree but do not know how to select for AOT. Thank for advice if any.

You're right on the other categories, they don't come into it, but there is also such a thing as 'cap-exempt' skilled workers, who can apply through mon projet quebec and don't count towards the 2800.

We know this becuase it's been the same for all previous application intakes for the past few years and is common knowledge that there is no limit on people with job offers and temporary residents who are eligible to apply. Think about it logically, why would they want to limit that?

These published caps such as the coming 2800 are only put in place to limit the number of 'speculative' skilled workers, as there is no guarantee that these people will get jobs once arriving, and they quite rightly don't want a glut of unemployed immigrants - they don't mind how many they have who already have guaranteed job offers.

Thanks for sharing information and useful links. Last link does validate you point but I am still not 100% sure as its not from Quebec Government's Website :)

In order to submit my application as cap-exempt all I need to do is enter Canada on Tourist visa and then submit my application from Canadian soil.

There is no short cut rather than trying hard. Open multiple window at a time then try
