Currently Singapore VO applicants who applied in Oct 2010, are "in process".....However,as per my knowledge, applicants who applied after 15 OCT are still stuck in "RBVO" stage (though there are some exceptions).
I have a close friend of mine who applied on 29 oct 2010 (same date as yours) & his status is "RBVO" as well

One of my Dentist frnd applied on 28th February,per on 31st march,in process from 18th may bt didnt got 2nd AOR letter!!isnt it strange??visa office is singapore
 
Anybody has any updated information on "Decision Made" before medical test? What does it really mean? Did anybody inquire to the visa office who has similar status on the eCAS and get any reply from the VO? .....

"Decision Made" before MR means refusal

Decison made bfore medical may b indication of rejection or may b bug in ecas

Most chance of glitch in system......if not, it's refused.

Just to share with you that one of my friends found 'Decision Made' from 'RBVO' in one fine morning (despite his 77 points) and absolutely astonished to look at!!! But it was automatically changed within one week into 'RBVO'.

i wanna share one shocking news with you all. one of my friend has applied for FSW NOC 0111 category. now, it has been more then 9 months he sent his documents to delhi and he hasn't receive any news from them. so he thought to drop one email to delhi. the reply he got is shocking............they have said:

Dear Sir/Madam,

This is in response to your recent enquiry to the Immigration Section of the Canadian High Commission in New Delhi.
Since you applied as a Federal Skilled Worker on or after February 27, 2008 and before June 26, 2010 , your application will take two years or more to be processed. This is due to the fact that Canada received over 425,000 applications under this program during this period. However, If you wish to withdraw your application, you may be eligible for a refund of your processing fees.
* Unfortunately, it will take longer to process federal skilled worker applications submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected.
* During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision.
* This number represents more than twice the number of projected admissions under the federal skilled worker program in 2011, so many of these applicants will have to wait two years or more to be processed.
