Agencies are no longer allowed to collect any agency fees from employers and applicants unless they are a lawyer, para legal or immigration consultants with good standing with the immigration....... This is the new law..... And yet, you try to get a license for an employment agency, they will give you a license without even asking if you're a lawyer, para legal, or immigration consultant!!!! It was a new law finalized in January, 2012. I don't know what to think about this but it seems like they are trying to discourage everyone from getting foreign workers overseas!!! We need foreign workers!!!! Confusing and discouraging...
 
Agencies have tie ups with immigration consultants/lawyers [agencies can't sign Imm 5476 (appointment of representative)] but the ICCRC member or a lawyer retained by the agency can. So the employer still talks with and pays the agency and probably the deal is the consultant/lawyer get a certain percentage of the fees paid for the employer looking to hire a foreign worker.
