Hi! I was looking for the bursary on the site of one from Canadian universities. And I found the requirement for international students: "International students must be enrolled in Level II or higher". I did not live in Canada and don't know what Level 2 means. Please, may somebody explain to me what does it mean? Undergraduate degree? Grades?

Generally speaking, to qualify for a scholarship as an international student in Canada, you must be studying at least at a Master's level or PhD. Generally speaking, scholarships are not available at the undergraduate level for international students.
