i am trying to file my case to express entry for manitoba ,my brother get pr recently,but he was living in manitoba(winnipeg) since 2013.before that he complete his study in toronto .in 2013 he moved to manitoba on work permit . can he sponsor me ?

Do you mean can you claim points for him in the adaptability criteria ?

he is permanent resident now ,but he get pr just last month .and living there since 2013
