I talked with a lawyer. They said they've been having good success rate with mandamus. Usually it kicks off the process that's hanging in there.

Yes, there is a chance to get process moving but getting response from Mandamus also taking more time as compared to previous one. But it is worth trying it if you are stuck for more than 20 months.
