Absence of Father's Name in Child's Birth Certificate

I am sponsoring my common-law partner from Philippines to Canada. We have a child together who is living with me here in Canada. In the document checklist (imm5589), page 9, #7b, the question is if we have a child together, and the answer to that is Yes, however, due to complex circumstances when our child was born 10 years ago in Philippines, her father (my common-law partner) is not in her birth certificate. What should we do? Any thoughts?

Include the birth certificate. Include a letter of explanation (LOE) that outlines the complex circumstances for why his name is not on the birth certificate.
