Yes - you will be a PR card holder if you are accepted.

What are your grounds for applying for refugee status? Not wanting to return home is not an accepted reason.

You should really consider finishing your studies, applying for PGWP and then applying for PR. That is a much more certain way to secure PR. Claiming asylum is not guaranteed.

I was unable to substantiate your claim about "serious penalties". Unless you can prove this, you are unlikely to be successful.

If its enough to show as a evidince Turkish Civil Law?
Be aware that IRCC will be fully informed about the current legislation in Turkey, as well as the situation there.
You will need to show that you personally are at risk. Just quoting "Turkish Civil Law" may not be sufficient.

IF your claim was accepted, you are looking at 3-4 years before you would become a PR. PGWP is probably faster and won’t restrict your travel. Keep in mind you can’t use your passport or travel home as a refugee without risking your status.

When you apply as a refugee, you are not a protected person/ convention refugee until your claim is accepted. Until your claim is accepted, you can not apply for your PR. Currently the review process is taking between 1-2 years to process refugee applications (worst case). If your claim is accepted, you can apply for your PR. That process takes about 2 years to complete. You don’t get it automatically.
Total time from refugee application until you get PR status is about 3-4 years.
