Rob-to, thanks for answer my question several days ago. I asked we submitted a request for my baby's citizenship card and was accepted by the embassy. But I forgot to mention that we just submit the application for my son's citizenship certificate, but we have not got it yet. While I am applying for PR now, should I still include him as my dependant?

It doesn't matter what paperwork you have at the moment... he is NOT a dependent. He is a Canadian Citizen so will NEVER be included as a dependent in your PR application. You can state in the PR app his citizenship paperwork is in process.

We included the letter of receipt we received from the embassy as proof we had appled for our daughters citizenship when we sent in my PR application.
