Yes, you should do this.

Without a custodian in Canada, you should expect that his application will be refused.

No. The parents apply for a TRV showing funds, ties to return, travel history etc.. The minor doesn’t apply for them, and having a child in Canada studying doesn’t guarantee approval. IRCC will be concerned that they will not leave.

It's not completely clear what you are asking.

The parent can certainly apply for a TRV / visitor visa to visit Canada temporarily. It is obviously up to IRCC if that TRV is approved.

Parents of international students are always viewed as normal visitors if they want to come to Canada. There isn’t a visa for parents who wish to joint their children studying in Canada. Those who have been able to joint their children have to try and extend their stay every 6 months with no guarantee that they will be able to extend. Typically a parent who get approved has significant funds in addition to funds to pay for the child’s tuition and cost of living. They tend to have previous international history as well.
