Construction industry has been affected by the downturn in economy in Alberta, but not on a similar scale as O&G industry. That should not be any hindering factor in your application though because get a PR and then you can determine if you want to immigrate or stay. Second, economy can always bounce back.

Hope to get ITA in next draw.

For EE you need to collect all required documents and scan them then upload all of them to CIC's website

I can tell from being in a small, oil-oriented town in South Saskatchewan, O&G operation around here has been very slow, many of the rigs has stopped production. Even oil-related businesses (not directly drilling and refining companies) has been severely affected. You can even tell fast food restaurants (where many workers around hangs out) are less busy than, say, last summer. Many people I know of left here and gone somewhere else for another job.
