You can contact your local MP’s (Member of Parliament) constituency office and ask them to make an inquiry with IRCC about your PR application. They may be able to request an update on your file. If your agent says eligibility and security have not started, you can ask them how they obtained that information and whether it came from your GCMS notes. The pre-arrival letter is generally a positive sign regarding eligibility, but it does not confirm the status of every stage. MO mean no idea
