It’s actually pretty common for the primary applicant to get the P2 credentials first while the dependent's setup lags behind by a few days (especially with Montreal VO). Just make sure you reply to the P1 email again or submit a webform if more than a week passes without the dependent's login info, but usually it links up on the same portal account automatically once you log in.
