Thats the idea but I guess will start from the oldest. It's the logic. But probably they will have some requirements to fulfill.

Honestly I dont know but for sure must be security passed. They won't give PR for persons who could be a security risk.
Ohh passing security is mendatory step for every protected person and this is the last step it do not depend upon fast track innitiative every body should pass security but may in fast track process security begins early as compare to normal processing
Sure. So that means even if people have been waiting long but dont pass so no PR. Hopefully they speed up for the rest.

I think they speed up security by there end to reduce overall time.because it is only security which takes too much time if they do not do any thing for this time then there is no such fast track pr process.rest God knows better this is my understanding
I guess the main issue is that PR allocation. If there has the enough allocation to grant PR under protected person, they can do so. As I noticed that it took so much time for IRCC to complete security background check while all others are completed mostly within 1 year or 1 year and half. and then most applications are stuck and IRCC couldn't move forward and grant PR as there is not enough allocation set yearly.
