I called IRCC and agent confirmed to me that they had mailed PR card on October 24 which I have not received yet.
The card should arrive within 4 to 8 days of being mailed, just like everyone else is getting it.
I didn't know card stuck in Canada Post
I call Canada post they said need tracking number for checking. How can I provide a tracking number
Does anybody have the same experience?
What can I do anybody suggest me?

does not matter for PR card processing all programs same for first card.

Canada post is not in fully functional state.
You have no option but to give it some time. It will come.
As soon as you are not in rush of leaving the country it is totally fine.
Your landing date will not change.
Please do not request a new card or never report it lost/stolen before a month.
