That’s a reasonable interpretation. When immigration experts raise alarms like that, they’re usually referring to temporary or pilot programs, economic streams, or older backlogged categories, not to established, active programs such as family sponsorship or protected person PR applications.
“Canceling pending applications” often means pausing or scrapping programs that are no longer aligned with new immigration targets, like what happened years ago with the old Federal Skilled Worker backlog. It doesn’t usually apply to ongoing permanent residence files that are already in process under valid, open streams.
In your case (protected person PR), it’s almost certainly not affected. Those are part of Canada’s humanitarian commitments, not discretionary programs that get cut or canceled.
That is different, and why u have to worry so much? U did wrong? No right.
I checked, and there’s no credible information confirming that IRCC plans to cancel pending applications for refugees or protected persons. The recent reports and expert comments about possible cancellations seem to focus on economic and pilot programs, not humanitarian streams.

Received my P1 email at 1800 local time.
I think it's safe to assume they have started processing again. I wish everyone the best! It's been a long time coming.

We started our journey together and our correspondence have followed the same path right from the beginning till when he got his email and I got mine minutes apart.

Very happy for you, good news finally, m match 17th no update yet. Can u please tell ur GCMS notes of u have one or when did u recieve eligibility or pre arrival.

I didn't request GCMS notes but what I did soon as my guy got his email was to log into my application portal and I noticed the following:
Final decision -
October 20, 2025: Your application is in progress. We will send you a message once the final decision has been made.
My email came soon after. I had not checked the portal in days, so I wouldn't know if that change happened on the 20th as stated.
