Giving PR is not required? u r away from reality, literally it said eligible for permanent residence on NOD, and this group has already applied it means they are already on the way to get PR and secondly talking about quota, every stream has quota, and we are aware of that. From January to June 2025, IRCC made 230,500 decisions and gave PR to 207,600 people.
The PR target for 2025 is 395,000.
IRCC officers are working slower now because they are already close to this year’s target. Protected persons are not a priority. Even if they have a Notice of Decision (NOD) and an open work permit, giving PR is not required. The Canadian government decides this based on its own needs.
