No this is normal Cec application I just took example of it if it is late then mandamus can work.

Mandamus didn’t work. They filed it but it doesn’t sound like it was granted and likely wouldn’t have been granted. Think this is pure coincidence. Unless process is taking a year longer than others would be very reluctant to file mandamus
 
Oh sorry, I thought he or she was a refugee PR applicant. Their applications usually get approved in a short time not like ours. I might file mandamus by the end the mid of October if I haven’t got my FD. Any way, we have to pay for lawyer. I wish if I don’t have to file it

Zero point filing mandamus at this point. Your processing is very much in line with other applicants. Next October may make sense but hopefully you will have received PR by then. Save your money.

A couple of things to note in relation to your case:
• The numbers you see (298,500 PR decisions, 276,900 new PRs from Jan–Aug 2025) are overall totals across all immigration streams, not just protected persons.
• The backlog charts mainly focus on economic classes (Express Entry, PNP), spousal sponsorships, and citizenship, since those are the biggest categories. Protected person PR isn’t broken out separately in these public reports.
• For protected persons, IRCC doesn’t manage through a fixed “quota” the way they do with economic immigration. Canada has a legal obligation to land people who’ve been granted protection. That’s why even if they slow down certain streams to stay within the Immigration Levels Plan, they continue finalizing protected person cases throughout the year.

There is no quota for granting protected person status. There is certainly a quota for granting protected people, refugees and their dependents PR with a significant backlog. Just protected people (so those who claimed asylum within Canada) without their dependents or other refugees have a backlog of 110k based on the chart while total PR allocation for these groups is around 20k. The government is required to land protected people by there is no timeline for the landing. At 31 months those waiting are lucky the processing times are going to get much longer.

 
Sorry what do you mean they recognized you as out if quebec? Did you move out of quebec? Becouse I'm considering move to alberta I've been waiting since October 2022 for my pr...would moving out of quebec speed up the process?
Idk but they requested proof of residency and then sent me eligibility right after
