A couple of things to note in relation to your case:
• The numbers you see (298,500 PR decisions, 276,900 new PRs from Jan–Aug 2025) are overall totals across all immigration streams, not just protected persons.
• The backlog charts mainly focus on economic classes (Express Entry, PNP), spousal sponsorships, and citizenship, since those are the biggest categories. Protected person PR isn’t broken out separately in these public reports.
• For protected persons, IRCC doesn’t manage through a fixed “quota” the way they do with economic immigration. Canada has a legal obligation to land people who’ve been granted protection. That’s why even if they slow down certain streams to stay within the Immigration Levels Plan, they continue finalizing protected person cases throughout the year.
