VISA office depends on what? Can I choice any visa office or its depend on from where I am applying? I am applying from Bangladesh. In that case which VISA office will be applicable for me or I can choice any nearest VISA office?

I would like to apply for PNP programme however, need to clarify some confusion as following;

(1) is there any caps for this programme? btw, I am mechanical engineer with around 9 yrs. of experience.
(2) do I need to send transcript or only deg. certificate is enough?
(3) do I need to show fund (around 14K CAN$) at the time of sending application?
and finally, how is job market for Mechanical engineer?

really appreciate anybody's reply on above question.

UCI is the number that CIC gives you after applying to any visa to Canada (STUDENT, WORK PERMIT), if you never applied to a Canadian Visa before, you don't have an UCI
 
UCI sometimes called client id. You can find this details on your work permit or study permit if you landed in Canada.

Otherwise you can mention None or Not Applicable. However you can do googling...

1. Yes there is a cap, but again if your profile is the "right one" according to NSNP your could be nominated even you apply later.
2. If your documents are not in English or French, you must translate all your documents
3. Yes and during all the process, until your permanent residence is granted.
