For the Birth Certificate you can make Affidavit like this...

To whom it may concern
I, Mrs. Nithya D/O Raghupathy aged 56, residing at 60 E/13, Manalkollai Street, Semmandalam , Cuddalore do here by solemnly affirm and sincerely state as follows:

I am an Indian citizen by birth and my date of birth is XXXX.
I was born to XXX and XXX who are my father and mother. I was born in XXXX, Country XXXX.

In order to obtain a birth certificate from the local authorities, I am required to provide my birth record details from the hospital in which I was born, but I am unable to do so, as my parents did not provide my name for hospital records
For registration of Birth certificate (They will take at least a month to name babies)

I am giving this sworn statement because no birth certificate/record exists for me since my father and mother did not provide my name after birth for registering birth certificate.

In lieu of this, I am providing notarized copies of my educational documents and Passport.
My 10th , 12th and my Passport shows my place and date of birth is (Birth Date)XXXX (State name) in (Country name)XXX. All documents are enclosed for the ready references.

2. If you are staying in any country for more than 6 months you are required to PCC, but right now its not mandatory, once your file gets approved that time CIC will request you or after getting AOR you can try to get PCC.

3. Yes if you didnt have enough funds in ur account for more than 3 months, now you can go for FD with the lock period of 1 year or more.

They will check your documents and they will require you to submit to them the supporting documents according to their checklist. They will organize your documents and if complete send them to NS.

For the concern that what if you have submitted to NS the application but lacks the supporting documents the NS requires as per their guidelines, it may cause outright denial. Why? Due to the volume of applications they received and the program is not first come first serve, they may not waste effort to read your documents if for the first compliance check your application lacks supporting documents you are TOLD to submit. This method of elimination is usually applied if the intention is to get the best of the best according to their criteria. I hope I make sense. You may correct me if I am wrong.

what is your NOC?

I decided to get an agent because i was thinking they know it better, the processing, the docs, the fees and all that but when i saw this thread i was like do i really need an agent? For as long as i have all the docs then i can send it myself directly to NS and maybe its faster because i dont know if today i handed them my papers,am i sure that today or tomorrow they will send it right away to NS? or do they collect all their clients docs and send it all at once at the end of the week or months.. i dont know.. :(

IF you have all the documents per the agent's checklist, they will send it. . Well, im not sure if we have same agent. Different consultancy firms have different procedures.

Are we in same country?

A. Please arrange Birth certificate or replace it alternatives like school leaving certificate which states your date of birth, name of father and mother. Additionally you need to explain why birth certificate is not available. If birth record is not found, you have to ask a laywer to file a case for you.
2. I went to the west part of Africa and lived in one country more than 6 months on visitors visa.. do I need to provide any additional document for that except the photocopies of passport ?
Not at NSNP stage, unless you were convicted of any crime. but you have to submit Police clearance certificate once you get nomination from NS and apply to CIC for PR.

3. do I need to show 3 months old funds or its ok if I deposit now ?

Take a chance, deposit now and take out 3 months statement. If its your money they wont question you.
if you have property , show its valuation that is considered as POF

thanks all for the help

Your agent has a pretty nice job. $1,500 just for sending your application.
