i took my account bank statement today and it shows all the bank transaction done during the last 3 months. is it a problem if my deposit is done by selling a property? also i will attach our own certificate property.

Is it ok to apply to this program while you have pending application with another pnp? Is it a negative or positive move?
 
I think there are a lot of questions posted on whether one can apply for another PNP while one is being in process. Well all I would like to say is for people for whom the application is under process, please leave way for others. I would suggest, you can apply once you get a failure in your PNP. You can argue that it might be too late, but thats fate, mate.

Technically speaking you cannot apply for another province, Period

Also the nsnp form 100, ask you to explain if you have an open case with other province and what is the status in this province, if someone try to hide an open application, I suppose that they share information each other and eventually they could catch you and avoid your application or if you explain that you have an open application in another province, well maybe you could be rejected because you do not have a genuine intention to live in Nova Scotia.

I believe is risky to apply to several provinces at the same time
 
As I posted earlier that you need to submit the federal form with PNP so immigration officer will track your information through passport where you applied in different province.

Providing wrong information in forms means you are completely ban for immigration in Canada.

1. My relative who is applying for NS program doesnt have Birth Certificate available. It was never issued.
What are the alternate options available? Can he send 10th certificate instead?

2. He also applied for SINP program in january but didnt make the 250 cut. Does that needs to be mentioned in the below question of NSNP100 form?
Have you or a family member accompanying you, previously been approved, refused or have made applications for admission to Canada as an immigrant (permanent resident or refugee claimant)?

Question 1 - Use an affidavit and get the affidavit notarised by a lawyer
Question 2 - Yes you have to mention any previous applications either FSW or PNP
