Are you applying under CIS or the new RLMD stream. If its RLMD stream you can submit anytime. Don't misquote me
 
For those who have submitted. Did you get a mail from NSPNP or you relief on your tracking record on your courier site

If you intend to apply to the Community Identified stream, you must submit your complete application to the Nova Scotia Office of Immigration, per the instructions below, by close of business (16:00 Atlantic Standard Time) March 6, 2014. If you are sending your application by mail, it must be post marked no later than March 6, 2014.

You just need to provide copies of CIC forms together with NSNP forms, and if you are nominated, then you submit original CIC form.
