    We have seen people get approved for a supervisa after multiple refusals. When you want to apply depends on when your mothers wants to travel.

    There seems to be conflicting information that the dependents outside of Canada will be counted under the 130k quota. I had read they weren’t but it actually seems quite unclear whether they are or aren’t. The justification for the program was the people were already in Canada.

    Given the only have 21k, have no travel history and minimal ties to India you may need to apply for a supervisa for them to visit Canada. Often much easier to get a supervisa.

    Given the 1 time policy the time for dependents to get PR is likely to increase quite a bit because a large volume of dependents will enter processing at the same time but the quota hasn’t increased for dependents.
