    Only good option on your list is visitor record. Do they have a US visa? They can’t flagpole. As long as they apply for a visitor record before their current stay expires they have implied status.     Fairly common to ask if only just met LICO over other years, change in family composition, job change, etc. LICO is already very low given cost of living and IRCC wants to ensure families who receive PR through PGP won’t access social & charitable services.
