This has been obvious for quite some time and the government has not taken steps to do anything about it so tough to predict exactly what they will do. In general these days until you have PR nothing is guaranteed irregardless of what program you are applying to.

In the same statement you are quoting the minister stated her role is to reduce overall immigration. What is suspect will likely be announced is a shift to more regional immigration and category draws like healthcare, education, etc. versus more general immigration programs. French immigration draws outside of Quebec will also continue. This just shifts allocations. Hopefully there will be a pause on some programs from outside of Canada to clear some backlogs. The quota for all H&C is so small I don’t know how they could reduce it even more than the 2027 target of 4500. Tough to say if there will be any mention of plans to tackle the mess that is asylum/refugees and H&C or IRCC will wait until C12 hopefully passes.

I’m sorry to say this, but I’m not sure where you’re getting all the information you shared. Even people working at IRCC don’t seem to have all these assumptions. It feels like you don’t really want people to come here.
For your information, I’m working full-time, having a high degree from Canada, paying taxes, and not receiving any government benefits. Even my children are paying international tuition fees, yet I still didn’t qualify for any program except H&C. Please don’t blame or discourage people. No one wants to lose hope.
I don't really think that these delays really reflect reality. It’s clear that IRCC’s goal is to push people to stop applying or to justify the upcoming C-12 law that might come into effect soon. But even if that’s the reality, I have no choice but to wait if we truly have no means to challenge it.
Given my situation, I have no problem waiting an additional six or seven years. However, the most important thing is to receive an approval. I find it inhumane to make someone wait for years only to reject them afterward. If I’m going to be approved after seven or eight years, as the current IRCC processing times suggest, that’s fine what matters is that I’m not rejected after all those years. Unfortunately, I have no other way to obtain permanent residence besides h&c, and I would, of course, prefer that IRCC shortens that waiting period or increases the quotas. It’s definitely not ideal to wait so many years, but if there’s no other choice, then there’s nothing else I can do !
The question is how did processing time increased in all Ircc in canada applications, since the immigration level caps,even when fewer people are coming into country compare to previous years before 2025 and fewer people doing extensions.
Large number of temporary residents already in Canada and existing backlogs while Canada tries to reduce total PRs.
Also no pathway to PR for millions of people putting pressure on programs like H&C.
IRCC employees can’t openly share these opinions. Speak to immigration lawyers, consultants, etc. if they are honest or not trying to secure your money they will tell you the same thing. H&C was not meant to circumvent or replace economic immigration as you are suggesting is your case.

Canada is already removing those waiting for H&C results if results aren’t imminent & they don’t have status. 5 year to decades for a response is not functional because people will lose their status. Canada doesn’t want to increase the volume of people without status as well. Yes the government is hoping temporary residents including asylum seekers or people without status do leave on their own when they realize there is no pathway to PR or that processing is going to take a very long time. Not sure how realistic this plan is. Many regions will make it much harder to remain without status. CBSA is also going to try to remove more people. Canada is attempting to decrease the temporary population by a few million. What IRCC will actually do especially if bill c-12 passes is unclear but the overall goal is to decrease the number of temporary residents in Canada or those without status and limit yearly PR targets to approximately what it is now or even slightly lower.
H&C is for Individuals in Canada who do not meet the requirements for other immigration programs.
H&C applications are complex, often serve as a last resort, and can take a long time to process.

How are some of you never applying through the french stream? I mean, french should be doable and better than waiting for years and years for a very uncertain H&C.
