Agreed. I am hard pressed to think where one would actually need a passport outside of travel, where alternative ID is not available.If you don't have travel plans expired passport wont cause any issues. It does not impact your PR status nor ongoing citizenship application.

Even if your citizenship app takes so long that you end up having to renew your PR card (to make it easier to renew other things like your DL while living in Canada), well, even then it seems you don't have to renew your passport just for that, as you can just provide your passport when you applied for PR (even if it's expired/no longer valid I guess) according to https://www.canada.ca/en/immigratio...acement-renewal-change-gender-identifier.html
A copy of one of the following primary identity documents:
- your valid passport or travel document or
- the passport or travel document you had when you became a permanent resident (if applicable, include the passport page that was stamped when you arrived in Canada and became a permanent resident)
