I applied in March of 2021
My file was transferred to Manila in April of 2021
As of Sept. 2021, my GCMS file shows my application was approved, but that the status is open.
However, there is an entry that a Passport Request Letter was emailed on Sept. 23, 2021. I did not receive this, or it went to my spam, (which I did check regularly, but has long been deleted). This Passport Request does not make sense to me, since I am a US citizen, from a Visa Exempt country.

Everything else shows passed or completed, and the Final shows Approved.

Right now your options are limited. If you are in Canada you can call IRCC at which point you can speak with an agent hopefully or you can contact them via the webform for an update. I am not sure the response time on the webform right now.

All nationalities get 'passport request letter'. It seems you didn't get the email.

Contact IRCC, contact the visa office, contact your MP.

Thanks, I have done that, and it only says application "In Process"; my wife's (sponsor) says "Decision Made". No reference in either about a passport request. I only saw that when I got the full GCMS report, which says it was sent out in Sept. 2021

My family app was also in same state - "Decision Made" in eCas for a year. If you haven't done already, pls check in prt-srp.apps.cic.gc.ca/ to see if all stages of processing your application is completed

yes, they have been. The GCMS report that I ordered says that the application was approved--a year ago.

potentially if yours was a paper app then it could have been stuck in the application digitization process - which was the case for me.

That sounds like ECAS, not GCKey. Have you checked your GCKey?
