I think if both the degree are of 3 years in duration then you can opt for that option. I am not sure, please cross check.

I have two degree both from different universities. Do I need to pay the cost of ECA per candidate or per degree? For ex: If IQAS/ICAS cost per candidate then it will be say a amount X, but if they do per degree then it will be X*2. Does anyone know about the cost?

You can visit this link https://applications.wes.org/degree-equivalency-tool/idp.asp and check whether your university is listed. If it is listed you can get the ECA done through WES else check others like IQAS/ICAS.
