Order of tasks for application

I'm just wondering what the order is after you receive your permanent AOR? Would they ask for medicals if they haven't yet reviewed your application? My question is, if they ask for your medicals, does that mean your application looks good and unless you don't pass the medicals/biometrics, you'll get PR? I would think the latter would be the case as it would be a waste of time and money to get medicals done if they don't think your application will be approved.

Applied in November 2020, just a temp number received in 2021 and nothing else yet.

Biometrics is just a standard step that applies to every applicant and does not indicate anything.

Before the pandemic kicked in, from what I learned from this forum, generally speaking, a medical request usually hints that the applicant has passed eligibility exam, and therefore the application moves on to the admissibility checks.
I recall, however, that there has been one refusal case where the applicant has passed medical.

Anyway, it's just from this forum, which may not reflect the reality, especially the post-pandemic processing.
