Yes that was clearly mentioned in PPR two times with bold letters , that "Passport only be send when Primary applicant receives COPR" .
I don't think so ,im primary applicant ,and my spouse in India ,we got passport request sep 14 ,we submitted her passport , got stamped passport back within 2 weeks ,im still waiting for my COPR , she is waiting for for trevl ,because I didn't received my copr, I know some one same as my case ,her wife come to Canada ,she entered in Canada without problem ,and her husband still waiting for ECOPR

Yeah correct. For me as well in the 'Ready for Visa' mail we did not find any such clause. Maybe it depends on the issuing VO. Mine was from CPC Sydney.
 
Woah I didn't know that, besides , they are still telling us to wait.
Yes the informativeness of the response varies from agent to agent. Some agents will give you standard reply to wait and be patient with covid etc.and others will go an extra mile to help and try to find info. We emailed Portal many times and each time we were getting same response "to wait because there are record landings etc.". But this week a different agent responded and said pictures have been approved and sent for printing. So just keep persisting and you will find out something. Good luck

The letter for passport which my dependents got had this clause:

"Dear xxxxxxxxxxxx:
This is in reference to your application for permanent residence. To finalize your application, we require the following documents from your overseas dependent(s) xxxxxxxxxxxxx (UCI xxxxxxxxxxxx) and xxxxxxxxxxxx (UCI xxxxxxxxxxxx). Passports for dependent(s) should only be submitted after you, the primary applicant has received the confirmation of permanent residence status."

So it does seem that the PA need to get the COPR before the passports are submitted. But I think its just more of a cautionary clause on their behalf, as they wouldn't issue a passport request letter without them being sure about issuing the PA's COPR.

seems like PPR request is generated on case to case basis. its not uniform or common. Or may be depend on issuing VO.

Yes, everyone's letter is different depending which VO it was issued from. I seen the similar other cases where none of this COPR for primary clause was written.

But on the other example you shared , its weird that spouse was allowed to enter without primary COPR issuance , because I read that Primary has to complete landing first and then and only dependent is allowed to do landing.

Well, this is IRCC, sometimes its hard to predict what actually they want.
 
Hey guys. It’s been 5 working days since portal information was submitted and it is still under review. Any idea how long will it take for ECORP?
 
My Spouse's passport just got picked up today as she cant send until and unless I (Primary) receive COPR.

So now waiting for passport to get back . (assuming 2 to 3 weeks for India).
Will post the update once passport is back.
