They are looking to clear the backlog of 1.7895 million that doesn’t include FSW apps. They estimated 36 months to clear it before they focus on FSWs

Its said in the memo. First Half of 2022 = first 6 months of 2022. This is where people are getting “No draws until June of 2022”.
