No need to remove... Just add more "Essential Jobs". May be an NOC "E" Class.

I’m trying to wrap my head around what you said here lol.
The memo is not Fraser’s action, it’s a request from IRCC officer to Fraser for actions to be made, and they offer their viewpoints. So it’s normal if the memo and Fraser’s interview are a bit contradictory. IRCC could see that their only option is to gut current distribution, in order to find room in the anual quota for unreserved backlog(like TR2PR and extra refugees) while Fraser thinks differently. He may think he can just add more PRs in the quota, reserving some for those extra categories. We’ll see what happens February.

Governments never work this way though.

Elected leaders NEVER work hard on policies. They delegate this to their beaurocrats. Their beaurocrats come up with options and policies, the elected officials just care about how it will look in coming elections or with their electorates. So Fraser is not going to do any hard work in thinking about what can be done. He will just choose one option that will look best to his electorate and lobby groups. Something he can sell to both of them. If there is no such option, he will send these folks back to find more options. Elected people only devote their entire time and effort in securing next election.

Yes, I’m just explaining that it isn’t strange if what he said and what the memo said are different. He will just say what gives PR, and most likely the memo requesting action is approved, no matter what he says, because that’s how IRCC bureaucrats see as the best solution to the current backlog issue. If they add more PRs to the quota, we’ll see February, till then his words don’t mean much.
