Can anyone shed light on the subject? Can I claim 5 years of works experience 4 years 10 months of work? I took a break between 2 jobs.

No. You must have the full 5 years to claim 5 years.

Every people take a one-week to 1-month break before joining any organization. Why can this not be considered, any other response from the experienced people?

Of course people take breaks. Were you on paid leave/vacation? If not, you can’t count time you were not working for an organization.
