What is this? Did anyone figure it out?
no details of those updates have been given, just a brief announcement that gives us a hint that some procedural policy updates have been implemented including but not restricted by medicals validity. But no further clarification at all. Tried to search for additional information through related links provided there but no success

Hi All

AOR: Feb 2, 2020
CEC
Principal Applicant: Myself (Inland Obviously)
Outland Dependent: Wife in Pakistan (Never travelled to Canada, visit visa was rejected before applied for PR)
God blessed me with a baby this past weekend.

Application Status:
Eligibility: Recommended Passed (Around June, 2020)
Security: Not Started
Criminality: In progress
Medical: Expired in Jan 2021 but I believe mine were extended in January 2021 but no correspondence on wife's re-medical

Currently applied for TRV on June 23, 2021 (after receiving BOWP) so that I can travel to Pakistan to be with family in this time (no response yet)

I am planning to travel to home to see my family, what are the chances of PR application from here, If I add the baby in application and also, do re-medical for wife without waiting for their request? Any hope to get PR in next few months.
What would happen to TRV? As currently I would not be able to travel back if need be.

I am totally blank as IRCC is not even responding to Webforms.

Please guide.

Peace!

According to the capture of this link from wayback machine tool dated by June 22 2021, they just removed the following stuff
_________________________________________
Approved permanent residence applications (with a COPR and PRV issued to clients outside Canada)
Valid COPR and PRV
Travelling from any country other than the US (group 1)
If the COPR and PRV were issued on or before March 18, 2020 and are still valid, the applicant

  • is exempt from the travel restrictions
  • can travel to Canada for non-discretionary reasons with the COPR and PRV in order to settle and live in Canada as a permanent resident and
  • must have an acceptable plan to quarantine for 14 days in Canada
Applicants must check the issue date in the Application Details section of their COPR to see if this applies to them.

Travelling from the US (group 2)
Applicants can travel to Canada from the US for non-discretionary reasons to settle and live in Canada as a permanent resident if

  • their application was approved
  • they received their COPR and PRV and both are still valid and
  • they have an acceptable plan to quarantine for 14 days in Canada
Expired COPR and PRV
IRCC may have contacted applicants or will contact them to ask them if they are able to travel to Canada now to live and settle here. Once they are approved to come to Canada, officers will issue the applicants the documents they need to travel. Applicants should not be reaching out to IRCC.

Travelling from any country other than the US (group 3)
If the COPR and PRV were issued on or before March 18, 2020 but are now expired, the applicant

Travelling from the US (group 4)
Applicants with expired COPRs can travel to Canada from the US for non-discretionary reasons to settle and live in Canada as a permanent resident if

  • their application was approved
  • they received their COPR and PRV and
  • they have an acceptable plan to quarantine for 14 days in Canada
____________________________

And this fact gives us hope that those above indicated previously existed and now removed from the page restrictions don't apply to us anymore and IRCC stops preventing from entering Canada all kinds of approved overseas COPR holders. But it's just my guess. No one can be sure until he or she enters at last Canada and forgets this years-long waiting nightmare.

@legalfalcon thank you so much for your reply!
I read the Page 55 section 12.13 of the POE manual, but do you think this clause covers the odd situation of people like us in Covid 19 who are in canada and confirming their Pr Status online at a portal. Meanwhile, dependents travels to canada and try to complete landing. As the PA is already inside Canada, then what objections or verification BSO would do to PA or dependent arriving before a PA who is situationally residing in canada with approved application. This is so confusing!
what do you think about it sir?
An approved application is irrelevant. What matters is your status in Canada. Whether you are a PR or not. You only become a PR when you are issued a COPR and you land and are admitted into Canada. If an individual is already in Canada, pre-COVID they had to report to an IRCC inland officer for the COPR stamping or go to the border. Only after landing, an individual becomes a PR. When landing, even if the application is approved, COPR issued, the BSO can refuse entry.

The application is in the name of the PA. How can dependents be conferred with PR status without PA being examined (virtually through e-COPR or in person at PoE) and granted PR status. What if PA is not granted a PR status due to any inadmissibility found, even if the application is approved, and depends are conferred PR status before. In this scenarios the entire family will have to be removed from Canada. Under the law, if any family member is found inadmissible, the entire PR application is refused.

Unless you land (virtually or in person) and are admitted, you DO NOT become a PR and continue to be a foreign alien, with a temporary status in Canada.

It may look illogical, and you may say that you are not inadmissible, so your dependents should be allowed, but that us not how law works. Rules re made for general masses and not individual circumstances.

@legalfalcon Urgent Advice.
Suppose PA get an Ecorp and does virtual landing, and dependent does not have PPR. but hopefully will get PPR.
now if PA has Ecopr and not PR card and a work permit TRV, can he travel back to India and get his dependents with him, or PR card is not issued till dependents are landed?
PR card has nothing to do with travel PR card is just a travel document.

The day you receive a e-COPr, you get a PR status. However, if you leave Canada and return, you cannot travel on a COPR. You will either need a PR card or a PRTD.

As soon as e-COPR is issued all TRVs are cancelled. You cannot travel on TRVs after becoming a PR.
