Talking about targets, do we know how much they've admitted this year, and how much quota is left to be filled for the year? That info might really help to manage one's expectations.
Do you mean the ‘overall 401,000 target’ for this year?
I remember that in early August, CICnews posted that 180,000 PRs had been welcomed so far this year.

So for IRCC to meet their daunting task of welcoming 401,000 PRs in 2021 they still need to land a minimum of 42,000 immigrants every month from August to December. This is almost impossible, especially since CEC invites have be tapering down since late July. Only possible way they can achieve this herculean task is to land at least 40,000 currently paused outland applications (which should include those with expired COPRs, approved files and almost finalized applications). All other immigration streams like the Family class and some categories of the economic stream like PNP are far from meeting their specific quotas this year, so IRCC might have to use some streams to make up for the deficits of other streams if they really want to achieve their immigration goals this year.

Any invitations from Sept 29 will likely not contribute to this year’s economic class target, that’s why I think the all program draw has to hold from Sept 15 or 29th. No point inviting low scoring CECs when they would mostly land in Q1 2022

Not saying this will happen but they can sunset the FSW program if they want to. I believe they have done that to their investor program this year.
They can't because the FSW program exists since 1967. It's not easy. Investor program wasn't an important program.

Exactly! Changes don't come in a matter of days or months. They take sometimes years. Similarly, Express Entry system was launched after 2 or 3 years of consultation, etc. Same happened with the Quebec's Arrima expression of interest system. The idea of Arrima was floated in 2015.
I agree. But they can suspend FSW until the change is implemented in EE system.

The whole treatment has made me wonder if I am welcome or will be welcomed to CA. Complete silence and no communication since submitting an application with Top language scores, top education, excellent work experiences at youthful age. I've looked at the CEC only draws with CRS of below 400 in some cases. Even if most of us are over 40 years old today our CRS scores will not go below 400. In essence primary school or high school certificate holders with one year experience within CA are of much more value than some with great work experiences and education from other countries.

The system of invitation IRCC deployed this year is not sustainable in the long run. It would hurt Canada economically and demographically. They should know better

They have given free PRs to pretty much everyone including refugees, students, freeloaders even those who don't qualify for any immigration stream (they usually apply under H&C) except skilled applicants living outside Canada. Immigrants who should matter the most.

Guys changes are not going to happen any time soon, even if liberals win the majority. They can't reach the decision and apply it in just a couple of months. It'll take so much time, as well as lots of back and forth discussions.
here I am trying to convince my husband not to worry that much about changes in EE buuuuut well... everything goes down the hill everytime we think we are achieving something insisting in this immigration plan, but well... I don't blame him, it does take a ton on everyone, right? I'm relatively calm about those possible EE changes cuz I know, even though they are promising so much, it doesn't mean it will get in effect until everyone here gets their PR....

Have you checked the PNP options because you guys have a good french score? Or even Quebec?

No update since. Hopefully by September 2022 I get the PR and land in Canada.

Regarding the situation, I was in your shoes last year. My input is just keep faith in what you are doing and in God. Those about to give up, please don't. Maybe you are that close to success. Was in this situation last year so did all in my power to increase my CRS score so as soon as they start outland draw, I can secure an ITA. My first TCF was good but decided to not leave behind any point so did 3 times the TCF and score 4 C2 level so the maximum. Then I prepared through British Council website and went for IELTS and scored 6.5 overall (S:6 / L:5.5 / W: 6.5 / R:7). Got my wife to also do TCF. All these factors helped me score 493 when they resumed the draws last year.

I think that most of people here speaks English and will really advise if you can to prepare and go for TCF test and get the Extra 25 points plus whatever you will get depending on your score. Difficult but not impossible. You need to be ready for when they resume so try improve your score because it will be very high when they resume.

My second option was to send over my wife in Québec. Then she can start working since she is midwife and from there we can apply for PR. Finally I did not have to play this card. If possible try to look at in deep other streams and find out what can be your second option and try to get prepare for that in case of....

I really hope each of you get an ITA this year.
