It is good being optimistic, but this 7th September notion is really ridiculous. Do you really believe that IRCC does not know when the border will open. The ministry will tell them on 7th September that we are opening the border and then they are going to find out. Do you really believe that IRCC agents will find out border opening through the news? There are memos, protocols, and other documents which are shared with border staff and IRCC. They all know well what is going to happen.

The fact of the matter is that restrictions on new immigrants have been lifted since the end of June. IRCC is not interested in issuing PPRs to FSW outlands candidates because they are difficult to process. Likewise, the bulk of the applications are more than 90,000. If they process all of them, the current year quota set will be exceeded by a huge margin.

So then what's their plan. Well, it's a simple issue as many PPRs to Inlands candidates, Refugees, and Parents. Then about FSW candidates, they start processing their application from next year in Jan and will clear the backlog by June. So it gonna be a long wait.

As for the leaked document it most probably pertains to last year. As IRCC was expecting border easing in September or December. That's, why they started redoing the FSW, draws, and most people got RSV from September to December.

So wake up. Start living your lives

It seems they are almost done with non-complex CEC applications received in 2020. Last updated processing timeline status said they are working on December 2020. Good to also see they’re giving COPR to outland dependents

I've put the numbers so it's easier to discuss.

1) Please see below. Even ITAs given this year are below the target. It is said that about 20-30% of invitations results in rejection. I expect that to be lower among CEC, so say it's about 10%. We're looking at 10,000 rejected out of 102,000. Even if IRCC manages to give PPR to every single unrejected ITA sent this year, they're still at 92,000 as of today. Got 15,000 more to go.



2) Refugees and Parents don't factor into "economic immigration" and thus have a separate quota. Canada's main interest is in economic immigration (google why if you're curious).

3) If you look at 1) you'll see 2021 targets are still at some risk. Now think about 2022 targets which are greater than those of 2021. If IRCC does what you said and waits till Jan to process FSW apps, they're never gonna meet 2022 targets.

Amazing how some people come here and pull theories out of their bums. If you bothered to read the document referring to September, you would have seen it was dated 21/7/21. Maybe you should check your facts before posting unsubstantiated theories.

Well mate, if you bother to read, you will understand that these documents do not magically appear out of thin air, or are disclosed by IRCC spies. Someone goes to IRCC and in accordance with the ATIP act requests access to these documents. The date you see on the document is the system issue date, not the document date, and that's why it is somewhat is in a watermark form. And let me be clear, by the system issue date I mean that the date IRCC issued the document to the general public.

I can go request a document of 2018, and still, the issue date on the document will be of August 2021.

You are correct. Once the restrictions are lifted all programs draw will start.

After seeing all that's happened I don't even wanna guess things anymore but it seems it'd be in IRCC's interest if they sent out about 35000-45000 FSW ITAs before this year is over. That'd help them meet 2022 targets. They should also probably rain PPRs to FSWOs with all stages passed this year so that they can land before 2021 is over and help IRCC meet 2021 targets.
