What to submit after refusal?

Hello,

I got refusal earlier for the course level of diploma . Now, I have changed the course level to post graduate as I have a job experience. Now while reapplying, what should I submit? New statment of purpose or letter of explanation?

I am puzzled, should I make new SOP and include letter of explanation on that? Or I should only go with letter of explanation on (1) why I will leave Canada after the completion of study (2)
The selected course is related to my previous study , job experience. Such are the reason of rejection in Caips notes.

Back log - I had 4 backlogs which has been solved during my graduation.
Age - 25years
Marital status -single

So if you have an engineering degree and are employed as a systems engineer, why are you saying you want to be a technician now. Most engineers go after a professional designation - P.Eng. Technician is not upgrading. Is this a post grad program but technician programs usually are not. In one post, you said electrical motion and control management (post graduate) program, so what is the program?

Wow, this SOP is a hot mess. You want to use your college certificate to grow your nation??? So many, many words put together that doesn't really mean anything.

Please tell me the truth, where did you get this SOP from?

that's a giveaway for them to refuse you lol. You aren't applying for a study permit because how beautiful the country is
I really try to avoid being snarky on here, but this SOP is cracking me up :D ! I've seen some really bad ones, but this one right here takes the cake.

i was thinking about writing the same thing in my LOE, but I was like nah that's a giveaway lol
my LOE was like 1000+ words of why I want to study, why I chose computer science, job opportunities in my home country related to the sector and why my school is the perfect fit for me. I didn't mention Canada whatsoever. I only mentioned that Canada is ranked amongst the best countries for education to support my claims

Just want to say that you can not write a SOP using your judgement about something. You need facts not opinions. Canada does not offers affordable fees options to students. What do you mean by affordable... European countries offer lot cheaper education (zero tuition for some).

To answer your original Question: Yes, you would need to write both. LoE to address the refusal points, and SOP to show your study plans.

They XXX'ed out the name of the College for whatever reason, but I found the program at Conestoga College and this is the description:

Very niche :).
But the SOP describes an Electrical Engineering Technician program, nothing about the AC and DC program. He says he applied for it in another post but didn’t say he was approved for it.
