Point#1
I agree with an exception that notes in eligibility are censored out during an ongoing application if Visa Officer feels applicant will gain an inside advantage.

Point#2 I disagree. Its your legal right request notes at any time, HOWEVER, and I cannot stress this enough-
Your Visa Officer assigned to your case will be going over the notes to see if there is anything needed to be CENSORED out that would give you an advantage.
According to law, gcms notes can be censored during an ongoing application or procedure, if, an officer feels that divulging such information would affect the process.
"Your Visa Officer assigned to your case will be going over the notes to see if there is anything needed to be CENSORED" -- The visa officer is not involved in censoring, processing or releasing the GCMS notes to a requester; it's handled by an ATIP officer at the ATIP department with IRCC.

If you feel it's been done inappropriately - and what you're alleging is, I believe, contrary to the Information Act, and it's a serious allegation if true.

Complain to the Office of the Information Commissioner:
https://www.oic-ci.gc.ca/en/submitting-complaint

If you don't, let's just assume that what you're alleging is ... not the case and move on.

I repeat, my notes where revealed fully just before the interview.

Why would I lie about what happened?
Would you like a copy of my notes?
Complaining will not change anything, it will not change the system nor will it change ircc concerns.
I am letting members here know the TRUTH about what is going on.
Each can make their own conclusions as to who and why ATIP notes get censored.

Also one can only file a complaint within 60 days....which are long gone in my case.
Either way, I dont see what complaining would have accomplished?
At best, I'd get an apology from ATIP Office and refund my $5 maybe, and at worst I would piss off IRCC so bad that any future application would certainly end up refused.
Ircc excluded officer notes on one atip (when I could of perhaps addressed some concerns) and included all of the notes once an interview was already scheduled.
The best course of action is not to fight the ATIP office, but to learn from mistakes.

FYI - Requesting information through the ATIP office or filing a complaint with OIC has nothing to do with the pace of processing of a visa application or it's outcome.

See this for example

The interesting thing about how my notes were censored was how meticulously it was done, even innocent words that maybe could allude to the fact that there are concerns, were omitted in the middle of a sentence elsewhere down the notes....

An unsuspecting person such as myself at the time I thought those were printing errors....thats how smooth the text sounded....very professionslly done.
BRAVO ATIP OFFICER!
Fool me once shame on you, fool me twice....

Haven't seen what you got so can't comment. I can only judge by the other paranoid and untruthful things you've posted repeatedly.

And that when there are specific suggestions (i.e. complain because you ahve a legal case), you retreat to repeating the same without concrete action and you don't see why because ... see the paranoia above.

Yours is a self-licking ice cream cone of the persecution flavour.

While Applying my PR in March 2020, I was not in Canada. just after applying I came back to Canada and living here. I informed IRCC about my address change.
I can see my address has been changed in IRCC portal. However, I still have doubt that the officer working on my file might not have seen this change.
there is no update in last 16 months except AOR.

I recently applied GCMS note, do u know if the person working on my immigration file will put some remarks in GCMS note?? Just want to bring officers attention towards my file. I noticed Inland files are processed faster.

I applied GCMS notes+ CBSA notes +CSIS notes in one shot. :)

Yes, if the officer thinks you are living still abroad ìt will mention it as a concern for sure.
